Arriving by ship and only have 7 hours in Nice. Would appreciate suggestions on to how best use time. Is there enough time to appreciate spots in Nice and also go to Monaco. Or skp Monaco and see more of French Riviera?

With only seven hours in Nice you will find it quite hard to get to and from Monaco on public transport AND have time to look around. The train trip from Nice to Monaco is spectacular, but it takes around an hour.
Monaco itself is not that interesting (in my opinion), just the port and the castle and lots of perma-tanned people about.
The same will be true of the rest of the Riviera, as getting from the dock to the bus station and to, say, Cannes will take quite some time. The trips up in to the mountains, to say Saint Paul de Vence take ages as the bus goes all round the houses.
I would say, with such a short time, take the time to enjoy Nice itself. Take a stroll down the Promenade des Anglais, head up to see the amazing views of Nice and the surrounding hills at the Chateau de Nice. Then, head for the Old Town, just below the castle. Have a leisurely lunch (the local dish is socca, a type of chick pea pan cake) or a huge ice cream and, if you%26#39;re there on the right day enjoy the Cours Saleya Flower Market.
If you are after art, there is the Matisse museum on the Avenue des Arènes de Cimiez (I haven%26#39;t been, but I hear very good things).
There is plenty more to do in Nice. If you want to hire a car to see other sights, there are amazing places all around (Gourdon, Tourrettes-sur-Loup, Eze, the Matisse chapel at Vence, etc, etc), but public transport is not great at all...

Stick to Nice.
There is a very nice train trip to Monacco from Nice along the coast if you want to see Monte Carlo and more of the Riviera but you will not really feel the atmosphere.
That is why I would stick to Nice. Wander around the market and explore the streets of the old town. Sit at a cafe and watch the locals and tourits go past, lunch at a restaurant you choose as you wander round and a stroll along the Boulevard des Anglais.

Stay in Nice and forget Monaco. You should relx on the Promenade and the Old Town. Have a look at some of my previous posts for an itinerary around the market in the Cours Saleya.
